Looking for a good content filtering system

How about using a firewall ID and password and tracking all of their URLs...then fire 'em?

Transparent proxy

With a transparent proxy, you wouldn't even need login information. You could just track which websites are visited by IP address. Squid can be setup as a transparent proxy.
